Meeting Minutes 11/13/23

The Board met, with a quorum, at 7 p.m. on November 13, 2023 at the Heights Community Center on Buena Vista.

Present: Don McIver, Tom Ocken, Don Fischer, James Montalbano, Joanne Kuestner, Eva Blaylock, Judy Hudson, and John Hudson.

The Board finalized the Bylaws, after addition edits were incorporated at the suggestion of the City. The Bylaws were signed by McIver (president) and Montalbano (treasurer). They will be re-posted on the website and filed with the City.

The Board considered two bids for luminarias, to be funded by a grant from Bernalillo County. The Board chose the low bid of $1,100 from the NM Women’s Chorus over a bid by the Boy Scouts. The Board discussed possibly alternating years between the two groups, engaging the Boy Scouts next year. The vote was 5-2.

The Board will hear an update on 1701 Gold (old church) in December. Owners/developers have scaled down plans to remove any plans for commercial and will work in the constraints of a multi-family development. More details will come in December.

Silver Hill was notified of a 9-unit development planned at 1203 Coal SE in the Sycamore neighborhood. The upscale development is intended to house doctors and nurses.

The I-25 S Curve study is underway. Montalbano went to a meeting with NM DOT, planners and community representatives. An open house will be held Nov. 15th at the National Hispanic Cultural Center. The project looks to take the curve out of I-25 south of Coal toward Avenida Cesar Chavez. Initial concerns include that southbound entry ramp from Coal to I-25; how moving the highway could affect Roosevelt Park; whether the project could include improvements to bike crossing of I-25 at Silver or Lead; and improvements to the Central underpass at I-25.

The Board briefly discussed ways to make it easier to pay dues, including having a PayPal account and allowing donations through the website.

Board members discussed the possibility of making a priority of safety improvements of Gold Avenue between University and Yale.

The Board adjourned at 7:45.
