SHNA BOARD MEETING MINUTES –11/11/2013

Meeting called to order:  7:07pm

Parks Audit:  The City did an internal audit of the Parks Department and called it “Organized Chaos” and rated its performance as “Extremely Poor” based on the evaluation of 10 randomly selected parks.  The Parks Department is in the final stages of hiring the median supervisor and the forester.  Attachment 2

Prostitution Forfeiture Ordinance:  This new ordinance will allow the City to confiscate a person’s car if they are soliciting a prostitute from that car. The “John’s” car will be kept and if there is a conviction it will be forfeited. Attachment 3

December 2013 Board Meeting: There will not be a Board Meeting in December.

Annual Meeting: The Annual SHNA Meeting will be held on Monday 1/13/2014. The following positions will be filled:

President – Gordon Reiselt

Board Members – Tom Ocken & Alanna Apodaca

Treasurer – Elizabeth Doak

Tom will provide flyers and we will deliver to residences.  Flyers will also let people know that how they can join the Neighborhood association.  

Green Waste Pickup Dates: The City will be picking up green waste on trash day 12/4 and 12/11.

Luminarias: Approximately 800 candles & 800 bags are left over.  We need 1800 – 2000 & Craig will order enough to bring inventories back to 1800.  University Blvd and the Y at Yale & Lead did not work last year because the cars racing past blew out the candles.

Treasurer Report: The SHNA has $1095.82 of unencumbered funds in our checking account.  Attachment 4

1215 Hazeldine SE: The property has been vacant for the last year but was previously used as church and a charter school.  The property is 1.33 acres and has a 12,000 building. It is currently zoned SU-2 (E-4 Education). There are apartments on the north & west side of the property.  Milne Stadium is on the south and Roosevelt on the east.

Jesus Martinez is thinking of purchasing this property and shared his vision for its conversion into a personal residence for him, his wife, and their two sons; and as an event center for up to 100 people.  He is currently caters much larger events at the Convention Center.

He was told by Katrina Sigala and David Kilpatrick from the Planning Department that rezoning to A-2 would allow him to do this. They advised him to speak to the SHNA Board about his plans. This property is actually in the Sycamore Neighborhood boundaries but we talked about the issues we face with a zone change.  He will contact the Sycamore Neighborhood Association tomorrow.  Gordon will send him their contact information.

Issues that he will need to discussed were as follows:

  1. Alcohol Consumption: The use of alcohol at the event center raises red flags in the neighborhoods. Jesus said he would be willing to consider not having alcohol.
  2. Parking: The property has on-site parking for many cars though the actual number was not known. This will probably be one of the limiting factors in the allowable event size.
  3. Spill Over: All activities and gatherings will be in the facility or the facility’s courtyard. Spill over into the park or the front/sides/back would be a problem.
  4. Residential Usage: How many residences would be allowed under the new zoning. Jesus is only interested in having a single residence for him and his family.

Minutes Approved: The October minutes were approved unanimously.
