SILVER HILL NEIGHBORHOOD ASSOCIATION

MINUTES

12/13/10

Board members present:  Richard Braziel, James Montalbano, Gordon Reiselt, Katy Braziel, Elizabeth Doak, Tom Ocken, and Craig Wallace

Others present:  Matt Sexton (1523 Silver SE)

Meeting called to order:  7:00 pm

Board Minutes: The Board Minutes from 11/08/10 were approved with corrections.

Treasurer’s report:  The Treasurer’s report was approved and is attached.

Annual Meeting: The annual meeting will be held at a special Board Meeting on 1/31/11 at 7:00 PM at the Heights Community Center on Buena Vista SE.  Notice of the meeting will be by email, 400 hand delivered flyers, and yard signs at the entrance to the neighborhood.  Notices will also include changes to the by-laws including adding a board member for IT and increasing dues to $10/person except students and seniors (65+) which will remain at $5.00/person.

Luminaries:  SHNA may not do Luminarias this year because several of the Board members will be out of town.   Matt Sexton may consider taking the lead so this event does not have to be cancelled.  The Board welcomes his involvement.

New Website:  The Website Committee with work on a schedule of activities and expenditures to allow us to complete the new website within one year from date of first disbursement.

Neighborhood Tour:  Hunning Highlands has invited SHNA to join them in their Mother’s Day open house tour.  SHNA would need to enlist 4-5 houses that would participate.  Possible volunteers include Rich Braziel, Matt Sexton, & Katy/Elizabeth, & Gordon Reiselt.

Zoning:

Extremely High Cell Phone Tower:  AT&T Wireless and PNM are proposing to replace an existing cell phone tower with a new one 44’ higher.  The existing tower is located at the electrical substation on XXXXX.  The COA Zoning has registered their objection with NM State Historic Preservation who has the authority over this matter.  The NM State Historic Preservation Department is also opposing it and will take the lead.  Gordon will write a letter objecting to this installation in the HOZ to the NM State Historic Department.

1900 Silver Solar Panels: Richard Braziel received approval for the Certificate of Appropriateness for photo-voltaic solar panes on his garage at the 11/10/10 meeting. The LUCC found the installation met the HOZ guidelines.

1424 Gold Avenue:  Zoning will be notified that property owner appears to be preparing to build the new retaining wall on city property at the side of the property.  The reforestation plan calls for new sidewalk and trees in this strip of land.

318-20 Mesa Avenue:  The LUCC approved the Certificate of Appropriateness for replacement of windows but required the owner to add muntins, sashes, & trim to make these windows appear historic.  The determining factors in their decision included:

o   The owner had recently purchased the property, lives out of state, and did not know about the HOZ

o   The owner received a building permit.

o   All the windows had already been purchased

o   Almost half of the windows had already installed

2122 Lead Avenue:  Zoning will check to see that the new construction on the Jarvis addition meets approved plans.

M&M Smoke shop Signage:  Zoning will be asked to look at the large number of signs that exist at the M&M Smoke Shop on the SE corner of University and Central.

Parks Department:  Katy toured the neighborhood with the Parks Department.

o   Roosevelt Park – They have repaired the historic retaining wall damaged by a all terrain vehicle, removed two small picnic tables which were heavily damaged and are used for drugs deals, and will remove the bermuda grass around trees.

o   Tree Damage – Katy showed them where 3 trees were missing on Silver and where the trees are being cut and the informational signage is being damaged by the person doing the mowing.  They will repair the signs and address the performance of the individual mowing the grass.
